A new plan is in motion to spur more housing across much of San Francisco, especially in neighborhoods that haven’t seen much development in decades. Eight stories in the Sunset? Towers in the Castro? More residents per square foot? Debate will intensify in coming weeks and months. By January, SF must craft sweeping new rules that make room for tens of thousands of new homes -- or face harsh state penalties.
